Can your trademark something before you have your business license?

I am helping a friend do his website for a new business. And somehow I have become his Business helper as well. He wants to trademark his brand, but hasn't even files for a business license yet. Can he do that? Can he change the info that he used to trademark it to the business name after the fact?
